Contractor shall provide services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below:

1. The Branch is in the process of consolidating LAWS Oracle databases. This work includes combining multiple similar databases into one consolidated schema. As is, we have about a dozen databases (one each for a legislative session). The goal is to consolidate them all into one database, and include a session identifier field to keep the records associated to the correct session. The existing databases are very similar in structure, but are not identical. The user interface to the LAWS databases is built using PL/SQL packages and runs on an Oracle Applications Server. There will be some need for rework of the user interface based on the changes made during consolidation of the databases. This re-work will include the ability to create new legislative sessions in the existing database.

2. Contract personnel must rigorously test and debug any changes to the databases and user interfaces. They also must create new, and update existing, technical and user documents to reflect changes made during the project.

3. Any DBAs and developers assigned to this work must be competent in Oracle databases (including version 11), PLSQL, JavaScript, HTML, and must have experience with the Oracle Application Server. Experience with Java is desirable. Contract personnel proposed for this work that have prior Legislative andor state government work experience will be preferred.
